Indian Ocean Resorts was formed in 1995 to take an active role in marketing the Seychelles internationally through the identification and planning of premium
development opportunities for both Seychellois and international investors. The company’s mandate also included aiding in the operation of mixed-use hotel
and tourism projects on the islands. The acquisition of a long-term lease and the consequent Master Plan for Ste Anne Island is one of the results of the
company’s efforts. IFA Hotels & Resorts formed a joint venture with Indian Ocean
Resorts in August 2007 to execute and deliver this project, which is now
called Zilwa.
